Arizona regulators Thursday sent a letter to FERC telling their federal counterparts they should stay out of the pending dispute between the state and Southern California Edison Co. (SCE) over the utility's proposed second Devers-to-Palo Verde high-voltage transmission line (DPV2). The April 24 letter from the Arizona Corporation Commission (ACC) responded to a Feb. 26 query from the federal regulatory staff.( more )

Arizona regulators turned down Southern California Edison Co.'s (SCE) latest request to put in an escrow account the utility's $4.8 million fine paid to the state for alleged environmental violations in a 13-mile segment of the Devers-to-Palo Verde (DPV) high-voltage transmission line. A court challenge by Edison is still pending, but a bigger unanswered question for SCE is whether FERC will intervene in favor of the California utility's proposal for the second major California-Arizona. transmission line, DPV2.( more )

Meeting peak demand this summer in California looks doable, but there are the usual caveats about extremes converging at the same time. The sanguine outlook draws on a greater contribution from energy-saving programs and demand response -- as opposed to new generation -- in helping keep the air conditioners humming, according to the California Independent System Operator's (CAISO) annual summer assessment released Monday. Longer term, integrating intermittent renewable supplies and building new transmission lines continue to be a nagging challenge.( more )
